Russia to Launch Three-Tier Student Behaviour Assessment in 2026

Russian schools are set to introduce a new three-tier behaviour assessment system. The programme, announced by education officials, will classify students’ conduct as 'exemplary', 'acceptable', or 'unacceptable'. A pilot phase will begin in 2026, involving 89 schools across the country. On May 28, Marina Koneva, an expert from Russia’s Ministry of Education, revealed details of the upcoming system. The initiative aims to help deputy principals monitor student progress, spot potential issues early, and refine teaching approaches.

The assessments will not rely on a single teacher’s opinion. Instead, a team of specialists—including psychologists, speech therapists, social pedagogues, and subject teachers—will work together to evaluate behaviour. This collective approach is designed to provide a more balanced and thorough review. Testing for the system is already underway in selected regions. Education Minister Sergey Kravtsov had earlier highlighted the changes during a meeting on May 21. The full rollout will start with the new academic year, covering students from grades 1 to 8.

The new system will give schools a structured way to track and respond to student behaviour. By involving multiple educators, it aims to create a more comprehensive assessment process. The pilot in 89 schools will help refine the approach before wider implementation.
