Hà Nội's two-tier government transforms local problem-solving in a year

A new two-tier local government model has been in place for a year in Hà Nội, Vietnam. It has already brought notable changes to how local issues are managed and resolved across the city. The model has shifted responsibilities to commune and ward levels, giving them more authority. This has made local offices the centre of governance in the capital. As a result, longstanding backlogs and local problems are now being addressed more efficiently.

In Minh Châu Commune, officials have adopted a 'two-place service government' approach. They work both at headquarters and visit homes to resolve issues directly. This has improved staff skills, efficiency, and the lives of residents.

Tây Hồ Ward has moved from administrative tasks to active local governance. The ward head’s role is now tied to completing specific tasks. Quang Minh Commune has also benefited, reclaiming nearly 5,000 square metres of encroached pond land.

Ô Chợ Dừa Ward used public implementation and dialogue with residents to clear land for the Ring Road 1 project. The model has reduced the gap between government and citizens in many areas. The two-tier system has enabled faster, more direct solutions to local issues. It has also strengthened accountability and improved service delivery. Many wards and communes now handle tasks that previously caused delays.
