CDU to make pediatric U-examinations mandatory - Hamburg's CDU Demands Mandatory Child Health Screenings for All Under Six

Hamburg's opposition CDU party is pushing for stricter rules on children's health check-ups. Currently, only the U6 and U7 screenings are mandatory in the city, but the CDU wants all nine early childhood examinations (U1 to U9) to become legally required. The party argues that clearer regulations would better protect young children and ensure no one is left behind.

The CDU's proposal calls on Hamburg's Senate to introduce state-level legislation making all U-examinations compulsory for children up to six years old. Christin Christ, the party's health policy spokesperson, stressed that these screenings are vital for early detection of health risks and child protection. She criticised the current system, claiming Hamburg is falling short by not enforcing binding rules.

Three other German states—Bavaria, Hesse, and Baden-Württemberg—have already made all U1 to U9 check-ups mandatory. The CDU insists Hamburg should follow their lead, rather than waiting for further digitalisation, as the governing SPD and Green parties have suggested. Christ argued that delays are unacceptable, stating that 'children can't wait' and that child protection must not rely on chance.

The CDU's plan includes a legal obligation for attendance, a reliable invitation and follow-up system, and greater involvement from public health offices. The party believes these measures would ensure every child, regardless of background, receives essential preventive care.

If the motion succeeds, Hamburg would join three other federal states in requiring all early childhood health screenings by law. The change would mean parents must bring their children to every U-examination from birth to age six. The CDU maintains that stronger rules are necessary to close gaps in child protection and healthcare.
