A new proposal in Cebu City aims to reward businesses that promote healthier lifestyles. The Cebu City Council is reviewing an ordinance that would offer tax breaks and regulatory perks to qualifying companies. So far, however, no businesses have signed up since the draft was introduced on February 3, 2026.

The Cebu City Health Promotion Incentive Ordinance of 2026 targets firms that help combat lifestyle-related diseases. Eligible businesses include those in food retail, fitness, wellness, or nutrition services. To qualify, they must operate within the city and focus on health-promoting activities.

Incentives would include partial cuts to mayor's permit fees, business taxes, and sanitary inspection charges. Non-monetary benefits, such as faster permit processing and a 'Healthy Cebu Business Seal,' are also part of the package. These rewards would be performance-based and limited to the portion of the business directly involved in health initiatives.

Participating companies would face certification and regular compliance checks by city offices. As of February 9, 2026, no applications for certification had been submitted. The ordinance remains under consideration by the council.

The proposed measure seeks to increase access to nutritious food and wellness services across Cebu City. If approved, it would provide time-bound incentives to businesses meeting health promotion standards. The council has yet to announce a timeline for finalising the ordinance.
